La loi portant r\u00e9vision de la Constitution togolaise adopt\u00e9e le lundi 25 mars dernier \u00e0 une tr\u00e8s large majorit\u00e9 par les d\u00e9put\u00e9s, fera un chemin retour au Parlement pour relecture. Ainsi en a d\u00e9cid\u00e9, hier vendredi 29 mars, le Chef de l\u2019Etat, Faure Gnassingb\u00e9.<\/em><\/strong><\/p>\n\n\n\n

Quatre jours apr\u00e8s son adoption par la quasi-totalit\u00e9 des d\u00e9put\u00e9s (89 d\u00e9put\u00e9s pour, 01 conte et 01 abstention), la loi portant r\u00e9vision de la Constitution togolaise qui n\u2019attendait que d\u2019\u00eatre promulgu\u00e9e par le Pr\u00e9sident de la R\u00e9publique, va conna\u00eetre une seconde lecture \u00e0 l\u2019Assembl\u00e9e nationale.<\/p>\n\n\n

On se rappelle que le vote de cette loi avait provoqu\u00e9 une lev\u00e9e de bouclier des acteurs politiques mais aussi de la soci\u00e9t\u00e9 civile, faisant mont\u00e9e d\u2019un cran la tension au sein de l\u2019opinion nationale, ceci \u00e0 quelques semaines des \u00e9lections l\u00e9gislatives et r\u00e9gionales.<\/p>\n\n\n\n

Face \u00e0 cette tension palpable, le Chef de l\u2019Etat, soucieux de pr\u00e9server le climat apais\u00e9 arrach\u00e9 de hautes luttes, loin de botter en touche toutes ces critiques soulev\u00e9es et se basant sur ses pr\u00e9rogatives, demande une seconde lecture de cette loi qui engage la vie de toute la Nation.<\/p>\n\n\n\n

Cet acte du num\u00e9ro 1 togolais, preuve qu\u2019il veut maintenir la flamme du dialogue permanent entre tous les acteurs nationaux, vise \u00e0 faire preuve d\u2019ouverture, ceci en tenant compte des observations des uns et des autres.<\/p>\n\n\n\n

Mais est-il que, souligne des observateurs, cette seconde lecture n\u2019annule pas la loi, mais est la preuve manifeste de Chef de l\u2019Etat de ne laisser personne de c\u00f4t\u00e9 quand il est question de construire l\u2019avenir de notre cher Togo.<\/p>\n\n\n

Notons que la nouvelle loi acte le changement de Constitution et surtout de r\u00e9gime politique. Elle consacre le passage du Togo \u00e0 la Ve R\u00e9publique et le r\u00e9gime parlementaire qui offre les pleins pouvoirs du pr\u00e9sident du Conseil des ministres (ou Premier ministre), et confie un r\u00f4le honorifique au pr\u00e9sident de la R\u00e9publique.<\/p>\n\n\n\n
